Subscriber Identity Module (SIM) card users, beginning December 27, are now obligated to register their SIM cards or may face deactivation pursuant to Republic Act No. 11934 or “SIM Card Registration Law."
New users would be able to buy only the SIM cards in “deactivated mode” that they need to register to their telco provider.
For minor registrants, the registration of SIM card will be under the minor's parent or guardian along with a presentation of ID and the consent of the latter permitting the registration of SIM card.
In the enactment’s explanatory note, Sen. Juan Miguel F. Zubiri, who introduced the law, cited scams and social media “bot farms,” among others.
In 2017, it was reported that in a study conducted by the University of Oxford, former President Rodrigo Duterte allegedly spent $200,000, or roughly Php10 million to hire cyber trolls tasked to spread propaganda for Duterte and prey on the opposition or dissenters.
The explanatory note also cited terrorist attacks through “cellphone-triggered bombs or improvised explosive devices.”
There were, however, numerous privacy rights concerns such as illegal surveillance and violations of data privacy, which was expressed following the law's approval on October 10, prior to the release of implementing rules and regulations (IRR).
The IRR was released on December 12, two months after President Ferdinand Marcos Jr.’s approval of the said act.
