President Ferdinand "Bongbong" Marcos Jr. sanctioned Administrative Order No. 28 which indicates the rise in gratuity pay for Contract of Service (COS) and Job Order (JO) workers of the government up to ₱7,000 on December 20.

According to Marcos, JOs and COS personnel who have exhibited a total or accumulated of at least four months of actual satisfactory service performance as of December 15, are competent to the gratuity pay from ₱5,000 to ₱7,000.

“Granting a year-end gratuity pay to COS and JO workers is a well-deserved recognition of their hard work and valuable participation in the implementation of various PAPs (programs, activities and projects) of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges,” Marcos said.

Based on the Department of Budget and Management, the gratuity pay rate last increased in the year 2021 which ranges from ₱3,000 to ₱5,000. 

AO No. 28 is subject to all workers whose labors are directly under the COS and JO by National Government Agencies (NGAs), State Universities and Colleges (SUCs), Government-Owned or -Controlled Corporations (GOCCs), and Local Water Districts (LWDs).

Nevertheless, employees who worked less than four months of satisfactory service as of December 15 may still receive the Fiscal Year 2024 Gratuity Pay on a pro-rata basis.

Those who have worked in government for three months but less than four months will receive a gratuity pay of up to ₱6,000, while those who have rendered two months but less than three months will get a maximum of ₱5,000.

Moreover, ₱4,000 gratuity pay will be allotted to those who have rendered less than two months.

Administrative Order No. 28 indicates that the gratuity pay of qualified COS and JO workers shall be made not earlier than December 15.
