The Department of Transit has formally prohibited unvaccinated citizens from using Metro Manila public transportation while the National Capital Region is under Alert Level 3 or higher, amid a new wave of COVID-19 cases.
On Wednesday, January 12, 2022, in a press briefing, the Department of Transportation (DOTr) stated in Department Order (DO) No. 2022-001 that the ban applies to all modes of public transportation – land, rail, sea, and air – to and from Metro Manila.
Transportation Secretary Arthur Tugade ordered the full implementation of the "No Vaccination, No Ride" policy on Monday, January 17, 2022, but encouraged drivers and operators to implement it immediately.
Individuals who have been fully vaccinated must present proof of vaccination, as well as a government-issued ID with their photo and residence.
An unvaccinated individual who needs to buy necessities will require a barangay health permit or "other appropriate proof".
Meanwhile, those with medical issues that prohibit them from receiving complete COVID-19 immunization, as well as those in need of critical products and services, are excluded from the ban. Certification is required in both circumstances to justify the travel.
Those with medical issues will be asked to provide a medical certificate. Later, the DOTr stated that antigen testing is not required and that just medical certifications are required.
Furthermore, Tuazon also stated that persons who will be going to the vaccination sites are free from the ban.
